He can be at any one of 6 locations full of forswarn / falmer, so travel where your waypoint directs you and kill every enemy there. Beat him to death and then head back downstairs and into a strange tunnel below the house to have a nice long chat with Molag Bal that ends with you being sent to collect a priest of Boethia. Follow him back upstairs and wait for him to draw his mace and attack you (if you kill him too soon you can glitch out the quest and be stuck in the house forever). Immediately after telling sindig all the hunters are dead, turn around and murder him anyway, skin his corpse and trade it with Hircine for the Saviour's Hide. First off, agree to help sindig kill the hunters, and then proceed to do so.
Since you want the achievement I'll assume option 3. Upon arriving you'll find you aren't the only one hunting him, and you now have three options ġ: Kill sindig in exchange for the Saviour's Hide.Ģ: Help sindig kill the hunters in exchange for the Ring of Hircine. Going to Nelacar gives you the black star which is a reusable soul gem that traps black souls. In terms of the achievement it honestly makes no difference, going to the shrine gives you Azura's Star which is a reusable soul gem that traps white souls. You now have the option of returning the star to either the shrine or Nelacar.

At this point you're free to head off to Ilinalta's Deep, murder some necromancers and claim the star as your own.
After persuading, intimidating or bribing the elf, he'll tell you where azura's star is now. you could either ask around the town and find out who he is, or you could skip all that nonsense and go straight to the frozen hearth inn to speak with Nelacar. Upon arriving at the shrine a mage will give you a cryptic message about an elf in winterhold you need to speak to. While there are only 15 quests in the game you can technically earn 16 artifacts due to a bug in the end of one quest. Daedric Artifacts are earned by completing specific quests throughout Skyrim.
